Do not let US stoke disputes 

South China Sea issues and thoughtless moves of some countries should not hinder ASEAN's continued exchanges with Beijing

The annual Association of Southeast Asian Nations Regional Forum Foreign Ministers' Meeting was held recently in Nay Pyi Taw, Myanmar, with the disputes and situation in the South China Sea on the agenda.

This is not the first time that the ARF has touched upon the South China Sea disputes. In July 2010, at the ARF Foreign Ministers' Meeting in Hanoi, then-US Secretary of State Hillary Clinton said the disputes were concerned with the United States' national interests and solving them in line with international laws would be the key to regional stability. Her speech was considered to mark a new twist of US policy line vis-à-vis the South China Sea disputes.

The disputes have since then become a key part of the implementation of the US' "pivot to Asia" policy, as well as an increasingly thorny issue in China-US exchanges. Especially so since China operated an oil rig near the Xisha Islands in April, which many US observers believed was part of China's speeding up of its "salami slicing" strategy and called for a response to it.

Before the current ARF Foreign Ministers' Meeting, the US and its allies made multiple moves. In July, US Assistant Secretary of State Daniel Russel advised a "freeze" on actions aggravating disputes in the South China Sea, namely that related parties stop occupying more islands or reefs and establishing outposts, avoid changing landforms and do not take unilateral actions against any other country. While on the surface this initiative might reasonably opt for peace, but in the eyes of Beijing at least, it would actually legalize certain nations' illegal occupying of islands and reefs in the South China Sea in past decades, as well as bestow on the US the status of "arbiter".

The Philippines echoed the US' initiative by claiming it would propose a three-step process to the ARF, namely suspending all actions, setting up a code of conduct among involved parties and solving disputes through international arbitration. Both initiatives seemed to gain support from several nations, and, as Washington and Manila expected, China would face the most coordinated pressure at the ARF.

The US is also trying to improve the binding effect and enforcement mechanism of international arbitration. For example, whether a nation accepts arbitration of the International Tribunal for the Law of the Sea can be taken as the prerequisite of participating in multinational military exercises or the Arctic Council. The US can also consider strengthening economic pressure on the involved Chinese SOEs like China National Offshore Oil Corp, which is reported to build floating liquefied natural gas carriers and explore underwater gas.

Meanwhile, the Philippines has been strengthening its maritime force. Since Benigno Aquino took office in 2010, the Philippine government has already invested 40 billion PHP ($910 million) on purchasing frigates, anti-submarine helicopters and long-range patrol aircraft, with a further plan to install advanced radar and a coastal warning system in the disputed sea area. Japan and Vietnam signed an agreement in early August, according to which Japan will give six ships to Vietnam to empower its maritime police. The Vietnamese government issued an order that all vessels of its Fishery Resources Supervision Department be equipped with weapons like pistols and machine guns as of Sept 15.

On July 11, Nguyen Phuoc Tuong, a former adviser to two Vietnamese prime ministers, said Vietnam must form an alliance with the US "to defeat the new Chinese expansionism" in an op-ed on The New York Times. Japan is preparing for the first Japan-ASEAN Defense Ministers' meeting in November, which many believe is to counterbalance China's emerging maritime power.

All the heated disputes about the South China Sea make the ARF Foreign Ministers' Meeting especially important. On Saturday, Chinese Foreign Minister Wang Yi said that China supports and advocates a "dual-track" approach to solving the South China Sea disputes, namely that disputes should be addressed by the concerned countries peacefully through friendly negotiations, while peace and stability in the South China Sea should be jointly maintained by China and ASEAN countries. That means China is willing to embrace a multilateralism spirit in pacifying the situation and willing to negotiate with the parties involved in the disputes in a rule-based manner, though it will not accept any new trouble caused by certain nations.

To some extent, China and the US are competing over South China Sea issues and such competition is on proposing initiatives and rules that can attract more international support with a firmer legal and moral basis.

It should be noted, specifically, that China as a committed supporter of ASEAN and related mechanisms should clarify that it is not seeking to divide ASEAN. Over the years, China has hosted about one-third of the cooperation programs within the ARF framework; in 2015 it will co-host six programs together with ASEAN nations, which cover disaster-relief, maritime security, preventive diplomacy and cybersecurity.

These are good opportunities for ASEAN and China to improve their relations. Both sides need to prevent the maritime disputes from poisoning mutual relations. They cannot afford to be strategically misguided.

Round one of Asia pivot ends with tie 

The latest ASEAN Foreign Ministers' Meeting wrapped up on Sunday with a joint statement, in which quite an emphasis was given to the South China Sea crisis. Washington has shown its approval for the result, and some US analysts believe US backing has inspired ASEAN countries to be more united in facing China. But there are also other voices claiming that the US was cold-shouldered in the meeting as China was not mentioned in the statement and Washington's call for a South China Sea "freeze" was also missing from discussions.

Perhaps a more convincing conclusion would be that China and the US reached a tie in this engagement in the South China Sea issue.

It was quite a surprise to China when the Obama administration pitched the "pivot to Asia" strategy in 2009. Washington has kept pushing so the dormant controversies in the East China Sea and South China Sea have become more explicit. Countries like Japan, the Philippines and Vietnam keep posing challenges to China's geopolitics.

But in these years, China's neighborhood has become more controllable, as some principles have become a consensus. For example, in the Diaoyu Islands dispute, both China and Japan have expressed their determination to avoid military confrontation, although squabbles and spats never cease about the East China Sea. In the South China Sea, China is taking more initiatives to check the recklessness of the Philippines and Vietnam.

The first wave of force sent by Washington's "rebalancing to Asia" strategy has died down. The US has achieved some of its goals effortlessly, but China has exerted some strength to deal with it. Both sides drew in the first round, as neither side can push their strategies without limitations.

Washington boasts military strength and the support of allies, but China's economic influence in this region gives it leverage to win over many friends. In this case, the US parry has been fended off by China's shield. If we must make these East and Southeast Asian countries pick sides between China and the US, the result would be unpredictable. This is because standing on neutral ground benefits them the most.

Washington will find it more difficult to inflict problems on China after the first round. It will face more resistance. If conflicts surrounding the South China Sea escalated, it would be an unfolding and resource-consuming disaster for both sides.

China has clear goals in its neighborhood policy, which is to safeguard its sovereignty and development environment. But as for the US, a rebalancing to Asia strategy to maintain its dominance in this area is not where its core interests lie. China is more determined than the US. Washington should become more level-headed and stop making calculations. There won't be a united front going against China in this area, and this truth also applies for China, as it is unable to drive off the presence of US as well.

BEIJING, June 28 (Xinhua) -- Chinese President Xi Jinping called for efforts to build a strong and solid frontier defense network for both territorial land and water at a national meeting held here on Friday.

Xi said, upon mentioning frontier defense, one cannot help thinking China's modern history when the country was so weak and destitute that it was for everyone to bully.

Foreign aggressors broke China's land and sea defense for hundreds of times, plunging the Chinese nation into the abysm of calamity, Xi added, calling on the people not to forget the history of humiliation and to build a strong frontier.

Xi urged China's frontier defenders to meticulously monitor over and control the frontier and to mount actions to defend the country's maritime right, while implementing an overall national security outlook.

Furthermore, Xi called for efforts from both the military and civilian communities to strike a balance between frontier defense and economic development, staunchly safeguarding frontier security, stability and prosperity.

China will never seek hegemony, no matter how strong it becomes, President Xi Jinping said on Saturday at a high-profile meeting to mark the 60th anniversary of the Five Principles of Peaceful Coexistence.

"China does not accept the logic that a strong country is bound to become hegemonic, and neither hegemony nor militarism is in the Chinese DNA," Xi said in a speech, as he played host to leaders from Myanmar and India to commemorate the anniversary.

Citing poems and old sayings from the three countries, Xi called for dialogue based on equality to resolve disputes and joint efforts to preserve regional peace.

He also announced the establishment of a friendship award and an outstanding scholarship related to the Five Principles of Peaceful Coexistence.

Observers said Xi's remarks and the first meeting of leaders of all three of the peace code's founding countries since its inception sought to assure the world of China's peaceful development amid simmering tension in the East and South China seas.

It will take time for China, or any growing power, to be fully accepted by the world. But China will prove its intentions with its actions, based on the five principles, which can play a bigger role in the current international community, they added.

In 1954, the leaders of China, India and Myanmar initiated the Five Principles of Peaceful Coexistence. They are mutual respect for sovereignty and territorial integrity; mutual non-aggression; non-interference in each other's internal affairs; equality and mutual benefit; and peaceful coexistence.

The joint commemoration - especially the presence of Myanmar's President U Thein Sein and India's Vice-President Mohammad Hamid Ansari - shows those two countries' efforts to push forward the peace code and their relationship with China, said Zhang Jiuhuan, former director of the Department of Asian Affairs at the Foreign Ministry.

Having guided the rapid development of ties between China and Southeast Asia, the principles could also lead to the resolution of issues between China and some Southeast Asian countries in the South China Sea, said Zhang, who is also a former Chinese ambassador to Singapore and Thailand.

Wang Fan, vice-president of China Foreign Affairs University, said the five principles could be developed to become a mechanism to guarantee the spirit's future implementation.

East Asia - divided by an outdated alliance system - lacks a sound multilateral platform for cooperation. So the five principles under a mechanism could better restrict all concerned parties, he said.

Ansari also called for "a new paradigm for global action", "a framework in which opportunities and challenges for the betterment of our societies coexist".

The five principles "can act as a catalyst", he said in a speech at the meeting.

Japan, Philippines using rule of law pretext

BEIJING, June 27 -- A spokesman for China's Foreign Ministry said on Friday said Japan and the Philippines have infringed on other countries' interests under the pretext of rule of law.

"Some countries are provoking and stirring up tensions on the one hand and vilifying other countries under the pretext of rule of law," Qin Gang said at a daily press briefing.

Qin's comments came after Philippine President Benigno Aquino and Japanese Prime Minister Shinzo Abe on Tuesday called for use of "the rule of law" to solve regional disputes, at a time when both countries are embroiled in separate rows with China.

Qin said China has always been committed to working with relevant countries and resolving the disputes on the basis of historical facts and international laws.

He also said China does not accept the international arbitration put forward by some countries, not because it is afraid to do so. The country is only "exercising the legitimate rights of signatories to the UN Convention on the Law of the Sea."

In early June, the Permanent Court of Arbitration asked China to submit evidence on its territorial claims in the South China Sea within six months for a procedural review of the suit filed by the Philippines.

China aims to properly resolve issues and protect regional peace and stability, which is also in line with the Declaration on the Conduct of Parties in the South China Sea , according to Qin.

"Some countries have infringed on the legitimate interests of other countries under the pretext of rule of law," he added, urging Japan and the Philippines to reflect on their acts in accordance with international laws and the norms guiding international relations.

Japan's strategic offensive, from Diaoyu Islands to Nay Pyi Taw

Shinzo Abe's election has pushed the Diaoyu Islands crisis into the edge of all-out confrontation between China and Japan.

 While Japan's high-profile move on the Diaoyu Islands is a direct confrontation against its neighbor, its actions in Myanmar are a secret detour against China.

As the Diaoyu Islands dispute gripped the attention of China and the whole world, Japan's newly appointed Finance Minister Taro Aso visited Myanmar to write off its debt of 500 billion yen ($5.58 billion), followed by major financial groups covertly pushing into Myanmar's economic field.

In fields where China is also involved, Japanese financial groups, with their advanced technology, strong capital and national support, are in a race with Chinese enterprises.

They do not aim for profits at the moment, and some would rather suffer a loss.

This is not a healthy competition, but a vicious economic war which aims to drive out Chinese companies, control Myanmar's economy, and finally, cut off China's energy passageway to the Indian Ocean.

Soon after the US focused on hedging against China in Myanmar, Japan immediately started annihilating Chinese enterprises under the umbrella of the US' strategy.

China has three grand strategic projects in Myanmar - the Myitsone hydropower project, which has been forced into a total shutdown, the Monywa-Latpadantaung copper mine, where several public protests have taken place, and finally, the construction of an oil and gas pipeline between China and Myanmar, where recent signs have become increasingly disturbing.

Myanmar joins sea and land in the US' C-shaped encirclement of China, which includes the Pacific Ocean, the Indian Ocean, East Asia and South Asia.

After the US decided on an eastward strategic shift centered on encircling China, an East Asian alliance, with Japan, the Philippines and Vietnam as the axis, promptly came into being and endangered vast areas in the East China Sea and the South China Sea.

It is a fatal threat to China, which relies heavily on the sea for its trade and energy. Under such circumstances, Myanmar's vital strategic position is evident, which is why the US and Japan have concentrated on the country.

Due to the strong US-Japan alliance, it is very difficult for China to achieve a decisive breakthrough in the East China Sea and the South China Sea issues, while a westward focus may be the best solution.

However, Myanmar, one of the four westward passages, was seized initially by the US and Japan, which have launched a strategic offensive in what seems like a showdown posture.

Through the powerful intervention of the US and Japan, great changes have taken place in Myanmar's political situation, and Myanmese military forces' large-scale attack on the Kachin Independence Army is only one event that shows this. 

Thus, Myanmar has become the arena where China, the US and Japan play out a strategic game. We hope China can develop a proper strategy to deal with the situation in the new century.

After the US' public announcement of its eastward strategic shift, some Chinese have given up their fantasies about the US.

 A number of Chinese have another fantasy of China uniting with Japan to isolate the US, as Japan's national strategy aims to keep abreast with China and the US in its politics.

But the US' usefulness is much greater than China's, and will be for quite some time. Japan will align with the US strategic direction in this period, rather than move closer to China.

I suggest strategy planning departments deploy unified strategic actions with regards to Myanmar and the Diaoyu Islands from the perspective of the overall Sino-Japanese duel.

On the issue of Myanmar, China should support the normal economic activities of Chinese enterprises with State power, as Japan has done. As for the Diaoyu Islands, China must leave Japan in a defensive position by regaining the initiative instantly.

Myanmar warns Suu Kyi to stop calling nation Burma, a British colonialism legacy

 YANGON: Myanmar’s authorities have ordered opposition leader Aung San Suu Kyi to stop calling the country “Burma”, its colonial-era name widely used to defy the former junta.

The old regime changed the country’s official name two decades ago to  Myanmar, saying the term Burma was a legacy of British colonialism and implied  the ethnically diverse land belonged only to the Burman majority.

Suu Kyi and her National League for Democracy (NLD) party vigorously  opposed the change, decrying it as a symbolic step by the generals towards  creating a new country.

Berating her for using the name “Burma” during landmark recent visits to  Thailand and Europe, the Election Commission accused Suu Kyi and party members  of flouting a constitution they have vowed to uphold.

“As it is prescribed in the constitution that ’The state shall be known as  The Republic of the Union of Myanmar’, no one has the right to call (the  country) Burma,” it said in a statement, published in state mouthpiece The New  Light of Myanmar.

Daw Aung San Suu Kyi called Myanmar ’Burma’ in her speech to the World  Economic Forum in Thailand on 1 June, 2012,” it noted.

“Again, Daw Aung San Suu  Kyi called Myanmar ’Burma’ in her speeches during her Europe tour.”

“Daw” is a term of respect in Myanmar.

Global leaders also face a dilemma of what to call the country, which is  emerging from decades of army rule under the guidance of reform-minded Prime  Minister Thein Sein.

Britain’s David Cameron calls it “Burma” while recent speeches by US  President Barack Obama also referred to its colonial name.

But his Secretary of State Hillary Clinton chose a more diplomatic path on  a trip to the nation in December, employing the term Burma but saying it  sparingly, generally preferring to dodge controversy by saying “this country.” -- AFP NST

By their dialogues we shall know them

Political conferences all have their own character, which also determines their actual value.

ONLY a quarter of a century ago, Malaysia launched the first premier annual conference for the most dynamic part of the world.

Thus was ISIS’ Asia-Pacific Roundtable (APR), organised by the Institute of Strategic and International Studies in Kuala Lumpur. It soon became an institution and a pilgrimage for strategic thinkers, policymakers and analysts with a focus on security in East Asia and the Americas, with Russia, Australasia and the Pacific somewhere in between.

As a non-governmental forum, the APR became the top “Track Two” dialogue for the Asia-Pacific mega-region’s movers and shakers. Because Track One (governmental) forums were official, delegates there would be inhibited and dialogues overburdened with protocol.

Track Two dialogues, however, were non-official and included governmental officials alongside academics and others. With everyone speaking in a private capacity, exchanges tended to be more open and candid.

This allowed officials the time and space to speak their mind, while giving non-officials an opportunity to “listen in” and address officials directly. The APR series would go on to inspire copies, or at least near-copies.

In 2002, Singapore began its own annual conference series in the Shangri-la Dialogue (SD). This would be a Track One exercise managed by Britain’s Institute of International and Strategic Studies (IISS).

Through the years other Asean countries also established their own national think- tanks, with one from each country forming part of the Asean-ISIS network. The APR then became their joint project, while still being organised by ISIS Malaysia in Kuala Lumpur.

After the SD, the Swiss-based World Economic Forum (WEF) also turned its gaze eastwards. Apart from the WEF’s annual meetings in Davos, it also began to hold several conferences a year elsewhere, including the annual WEF on East Asia.

The APR is held in late May or early June each year. For both the SD and the WEF on East Asia to be held back-to-back with the 2012 APR testifies to the APR as a form of mainstay. Organisers tend to hold broadly similar forums in a region around the same time to economise on travel expenses for international participants. That the other international conferences adjusted their schedules to suit Asean-ISIS’s timing is a measure of how Asean and its institutions can implicitly drive international events involving major world powers.

While the SD focuses on politics and provides a political platform for delegates, the WEF on East Asia (like other WEF forums) emphasises corporate activity and provides a business platform for delegates. Their similarities and differences with each other and with the APR became obvious this year.

The APR’s agenda this time ranged from regional security with the rise of China and India, to US strategic interests, sub-regional perspectives, governance issues and Myanmar’s future.

There was, as usual, a fair assortment of delegates from various countries around the Asia-Pacific. Someone remarked on how much of the discussion was taken up on China and the implications of its continued rise, but at least the conference could not be accused of skirting the reality outside.

This concerns the key question of how much of the region’s realities are actually reflected in conference discussions. What is their street credibility like?

The SD tended, perhaps typically, to be dominated by Western voices. Much of the time it was US officials in particular talking to their Asian counterparts over everyone else.

US-China military relations or rather the lack of them this time became almost the dominant theme. Attracting most interest was the US view of China’s rise, in particular with the attendance of US Defence Secretary and former CIA director Leon Panetta.

The SD’s strategic focus on China came at a time when Vietnam and the Philippines were experiencing renewed problems with China’s rival claims to South China Sea territory. Perhaps for this reason, several Chinese would-be delegates apparently gave this year’s SD a miss.

This showed that Chinese delegates had yet to prepare themselves sufficiently for vigorous public debates. That would require, for example, adequate mastery of the main language of discourse, English, to engage with others convincingly and persuasively.

With the “China component” virtually absent, there was a complaint that the Shangri-la Dialogue proved to be not much of a dialogue. And since friendly relations across the seas this time were somewhat strained, it wasn’t much of a Shangri-la situation either.

Further north in Bangkok, several important social issues were aired along with the platforms for businesses.

There were the obligatory discussions on China-US or US-China relations, of course. Who could seriously omit such a pivotal issue in the region?

But China was discussed in a variety of ways beyond the flat topic of a military enigma. There was, for example, consideration of how the worsening European debt crisis could hit China and then impact on the rest of the region in myriad ways.

There were also important exchanges on the reform process in Myanmar. However, these were somewhat dwarfed by the presence of Aung San Suu Kyi, on the podium addressing everyone directly in her first trip outside her country in 24 years.

For the first time, delegates could speak with her and relate to the needs of Myanmar and its people. Such was the impact created that the WEF on East Asia decided to hold next year’s conference in Myanmar.

The discussion on how banks must also serve the poor had a showing by the Boston Consulting Group. However, talk of how providing banking access to some 20% of the world’s population still without access could re-energise growth did not arouse much debate on how this might require a whole reconceptualisation of banking priorities.

Discussion on the need for mobile healthcare, particularly for rural areas, saw representations by the Telenor Group and Boston Consulting. While this would clearly maximise the capacity of healthcare professionals, it would also involve a serious re-assessment of private and public sector roles in healthcare funding.

Food security was a main item on the agenda, with the observation that despite increases in food production in the past half century, a billion people are still starving. But again, there was not much debate on how the question is not the amount of food produced but its distribution, as determined by global markets and prices.

As a conference in the heart of the Asean region, surrounded by Asean realities, the WEF could not miss the quickening pace of Asean economic integration and the creation of a common market by 2015. There was no doubt that Asean integration would proceed full-speed in all its intended spheres. In attempting to learn from the EU experience, however, Asean needed to adapt from European successes while avoiding the failures.

Over at the SD in Singapore, the question of how the US could grapple with a looming Chinese presence in the region led to consideration of the US navy’s new intended toy, the super-high-tech destroyer DDG-1000.

At US$3bil (RM9.56bil) each, this would push the navy into the space age and the Defence Department into near-insolvency. Perhaps not surprisingly, there was also little debate on how the greatest threats confronting the US are not other countries but non-state actors like terrorist groups and various militant organisations.

Perhaps some help could come by way of more Track Two dialogues.

Politics is part of life, leave it to the professional, says Michelle Yeoh



KUALA LUMPUR: As much as she loves portraying Myanmar democracy icon Aung San Suu Kyi in The Lady, Datuk Michelle Yeoh says she has no interest in joining Malaysian politics.

The politically-inclined celebrity will, however, be back in the country to cast her vote in her hometown of Ipoh for the general election.

Yeoh: I believe in good causes, but will leave politics to the professionals.

“Being an actor is hard enough,” the Malaysian superstar reiterated during an interview with The Daily Chilli, a news portal for The Star.

“I believe in good causes, but will leave politics to the professionals. Politics is part of life. To make a difference in your country, you have to cast your vote,” she opined.

Citing that she finds it hard to transform herself from a public figure to a politician, Yeoh added:

“It will be a difficult transition for me. I don't have the guts. Politics is about compromise. There is no right or wrong. That's why we have different political parties.”

Yeoh was in town to promote The Lady, a Luc Besson film on the personal struggle of Suu Kyi.

During her whirlwind promotional tour here, the good-hearted actress graced charity screenings for Swiss Watch Extraordinaire, Richard Mille and the Malaysian Chinese Women Entrepeneurs Association.

Distributed by GSC Movies, The Lady will be released in selected cinemas here and in Penang, Ipoh and Malacca on May 3.
